CELI 2026 Inventory of English-Language Literacy, Essential Skills & Employment Programs in Québec

A comprehensive, up-to-date look at programs supporting English-speaking adults across the province.
Since 2022, Québec’s literacy, essential skills, and employment programs have evolved significantly responding to changing labour-market demands, post-pandemic service delivery models, and increasing digital skill requirements. Yet until now, there has been no integrated, current view of the full landscape.
CELI (led by TALQ and Literacy Québec), in collaboration with PERT, are proud to launch the CELI 2026 Inventory of English-Language Literacy, Essential Skills & Employment Programs, alongside a detailed analytical report and a series of visual infographics, to help close this gap.
